Svenska30 years of cooperation with the health sector 1979–2009
The objective of this summary of experiences in the health sector is to provide a general vision of the development cooperation between Sweden and Nicaragua in the health area for more than thirty years, from 1979 to 2009, which in some fields will continue until 2011.The collaboration began with individual projects, such as the malaria eradication programme and the construction of the Rivas Hospital, and later shifted to support Nicaragua’s own plans to improve the population’s health.
Finally, in the last stage of the cooperation, it focused on strengthening the budget of the Ministry of Health, which was accomplished with other donors. Through a narrative form more than a technical report, we hope to provide a multifaceted image of the evolution of the cooperation in the three decades covered by the study, in which one can appreciate how the Swedish contributions were adjusted to the changing definitions of the national health policy and their implementation.
The past has been reconstructed by consulting bibliography, but more fundamentally by interviews of Nicaraguan officers and technicians who headed up the ministerial practice. The authorities exercising these functions at the moment this report is being published were also interviewed, together with some officials of the donor community.
Our wish is that the people of
Nicaragua who participated in the work at different levels have a
written account of this part of their history. We hope that the reading
of this report will offer valid conclusions and lessons for the future
and for other contexts. We also hope people outside of the sector will
be able to learn about development cooperation in the health sector in
Nicaragua, and simultaneously offer a perspective to similar processes
in other countries.
