The Parliament of Sweden approved a proposal in 1992 to create a program to strengthen the autonomy structure and democratic institutions in the autonomous regions of Nicaragua. In 1993, a substantial Swedish support was provided to secure a democratic process towards the regional election in 1994. Once the new authorities were elected, Sweden signed a bilateral agreement with Nicaragua to implement a democracy program in the autonomous regions. The main components of this program were training, advisory and infrastructure. As unified partner was constituted a Coordination Committee consisting of elected representatives from various political parties, from both regions. A program coordination was established as an intermediary link between SIDA and the Coordination Committee holding the administrative responsibility of the implementation of the program.
